2021 PUBLIC SECTOR HR SYMPOSIUM

Event Description:

The theme for this year’s Public Sector HR Symposium is “Transforming Government Agencies Into Smart Organizations: Honing Resilient and Future-Ready Public Servants.”

Driven by passion for public service excellence amidst the challenges caused by the pandemic and in adapting to emerging technologies, this year’s symposium will focus on the strategic role of Government Leaders and HR Practitioners in transforming government agencies into smart organizations. It includes introducing innovative approaches in leading change and shaping people strategies to develop resilient and future-ready public servants to ensure continued delivery of efficient and effective public service.

The symposium will highlight concepts, perspectives, and characteristics of smart organizations and will showcase HR best practices and experiences of progressive organizations, which will be shared in the plenary and concurrent sessions by international and local speakers.

Topics for the symposium will include, among others, Digital Transformation, Cultural Intelligence, People-Centric, Total Wellness, Public Service Continuity, Data Analytics, Organizational Transformation, HR Transformation, Public Service Values, Learning and Development and Future-Ready Leaders.

Day 1 will start in the afternoon with the opening ceremony and three plenary sessions. In Day 2, there will be 4 tracks with 10 concurrent sessions each both in the morning and in the afternoon for a total of 40 concurrent sessions for the whole day. With this, each participant will be able to attend 4 concurrent sessions on Day 2. Day 3 will be a half-day event with plenary sessions, integration activity and closing ceremony.

The event is on September 15-17, 2021, Week 2: Paglinang ng Yamang Pantao – as part of the activities of the 121st Philippine Civil Service Anniversary (PCSA) celebration.

About the Kwentong Lingkod Bayani
The Civil Service Commission (CSC) through the Civil Service Institute will be conducting its monthly forum on values program showcasing the exemplary performance of government civil servants demonstrating the public service values on Patriotism, Integrity, Excellence, and Spirituality (PIES).

It is during adversities that individuals and organizations are often challenged in terms of fortitude, resilience, and character. It surfaces the values that are being upheld and championed, which becomes the driving force of individual and organizational persistence towards achieving goals.

The Kwentong Lingkod Bayani will serve as an avenue of insightful sharing of individual and organization experiences and best practices in terms of PIES. The event is targeted to be attended by public servants of government agencies nationwide. This is also the call to civil servants to imbibe change and transform every Lingkod Bayani into PIES Advocates.

More specifically, the Kwentong Lingkod Bayani episode aims to:

1. Appreciate the importance of accepting, applying and advocating the Public Service Values; and,
2. Adopt best practices shared by different Agencies.

Performance Objectives: Participants shall be able to build up personal and organization resilience by strengthening the manifestation of the shared public service values in own workplace.

Specific Learning Objectives:

By the end of this course, participants shall be able to:

1. Appreciate the importance of strengthening the manifestation of the shared public service values in maintaining the delivery of public service excellence in times of adversities;
2. Discuss the concepts and principles of public service values and its strategic practice in different government agencies; and,
3. Prepare and commit to implement action plans that will strengthen own practice of the public service values and enable self to advocate its practice in the workplace.

RECRUITMENT, SELECTION, AND PLACEMENT FOR PRIME-HRM LEVEL 2

This course shall enable HR Practitioners and Human Resource Merit Promotion and Selection Board (HRMPSB) members of public sector agencies to review their existing Recruitment, Selection, and Placement (RSP) Policy and Process and identify areas where customization can be made for it to be more responsive to agency’s specific needs. Participants shall be able to walk through the RSP cycle vis-à-vis the PRIME-HRM Level 2 requirements and shall be guided in the development of a customized RSP system. Participants shall also be equipped with the competency of administering the RSP Process.

Target Participants:

Human Resource Management Practitioners (HRMPs) or those with equivalent positions (preferably assigned in Recruitment, Selection and Placement) vying for PRIME-HRM Level 2 in the core HR area of Recruitment, Selection, and Placement from the NGAs, GOCCs, and SUCs.

Agencies are encouraged to send both their Central and Regional Office HRMPs to help facilitate whole-of-agency approach in learning application.

Please ensure meeting target participant requirements before registering as the course is exclusively designed for target participants only.

Performance Objectives: Participants shall be able to effectively administer a customized Recruitment, Selection, and Placement Policy and Guidelines toward continually placing and promoting highly competent individuals in accordance with the requirements of PRIME-HRM Level 2.

LEADERSHIP IN THE DIGITAL ERA

Course Description:

In the fast-paced digital world, it’s either disrupt or get disrupted. Thus, public sector leaders need to undergo metamorphosis in order to not just keep but actually get ahead of the curve using digital technology. They must become digitally literate, develop an adaptable mindset, and embrace new tools in order to conquer digital challenges in the public sector landscape.

This workshop aims to enable participants in appreciating and embracing digital leadership especially in transitioning to the new normal towards strategic leadership and management and organizational transformation.

Target Participants: Target participants are Executives, Leaders, Managers, or Division Chiefs or equivalent positions. Qualified participants will receive the ADVISORY with MODES of PAYMENT. Confirmed participants are paid participants prior to the event.

Performance Objectives: Participants shall be able to transition to the new normal by appreciating and applying strategic digital leadership in their own workplace.
