About the Kwentong Lingkod Bayani
The Civil Service Commission (CSC) through the Civil Service Institute will be conducting its monthly forum on values program showcasing the exemplary performance of government civil servants demonstrating the public service values on Patriotism, Integrity, Excellence, and Spirituality (PIES).

It is during adversities that individuals and organizations are often challenged in terms of fortitude, resilience, and character. It surfaces the values that are being upheld and championed, which becomes the driving force of individual and organizational persistence towards achieving goals.

The Kwentong Lingkod Bayani will serve as an avenue of insightful sharing of individual and organization experiences and best practices in terms of PIES. The event is targeted to be attended by public servants of government agencies nationwide. This is also the call to civil servants to imbibe change and transform every Lingkod Bayani into PIES Advocates.

More specifically, the Kwentong Lingkod Bayani episode aims to:

1. Appreciate the importance of accepting, applying and advocating the Public Service Values; and,
2. Adopt best practices shared by different Agencies.

REWARDS AND RECOGNITION FOR PRIME-HRM LEVEL 2

Course Description:
This course shall enable HR Leaders and Practitioners of public sector agencies to create or review their Rewards and Recognition (R&R) Policy and Processes and identify areas for development or customization for it to be more responsive to agency’s specific needs. Participants shall be able to walk through the R&R pillar elements and indicators and shall be guided in the development of a process-defined R&R system. Participants shall also be equipped with the competency of administering the R&R process.

This course shall adopt a blended learning approach using a combination of synchronous and asynchronous discussions to enable the participants to assimilate and clarify the relevant principles, processes and practices involved and assist them in actually preparing or customizing their Agency’s R&R Policy Guidelines.

Target Participants:
Human Resource Management Practitioners (HRMPs) or those with equivalent positions assigned in Rewards and Recognition and/or members of the R&R Committee from agencies vying for PRIME-HRM Level 2 in the core HR area of Rewards and Recognition.

National Government Agencies (NGA) are encouraged to send both their Central and Regional Office HRs to help facilitate whole-of- agency approach in learning application.

Performance Objectives: Participants shall be able to effectively develop and administer a customized R&R Policy towards continually improving the Agency’s R&R System in accordance with the requirements of PRIME-HRM Maturity Level 2 R&R System.

Learning Objectives:

Specifically, by the end of this course the participants shall be able to:

1. Appreciate the value of administering a R&R system that meets the PRIME-HRM Maturity Level 2 requirements;
2. Discuss the purpose, principles, processes and best practices in relation to customizing agency’s R&R System;
3. Assess existing R&R System vis-a-vis PRIME-HRM’s R&R pillars, elements and Level 2 indicators and evidence requirements;
4. Identify areas for development or customization in the agency’s current R&R system; and,
5. Prepare a draft customized R&R policy and develop action plan for administering said customized R&R policy.

LEADERSHIP IN THE DIGITAL ERA

Course Description:
In the fast-paced digital world, it's either disrupt or get disrupted. Thus, public sector leaders need to undergo metamorphosis in order to not just keep but actually get ahead of the curve using digital technology. They must become digitally literate, develop an adaptable mindset, and embrace new tools in order to conquer digital challenges in the public sector landscape.

This workshop aims to enable participants in appreciating and embracing digital leadership especially in transitioning to the new normal towards strategic leadership and management and organizational transformation.

Target Participants: 300 Public Sector Executives, Managers, Directors and Division Chiefs or those in equivalent positions.

Great managers have excellent strategies and processes in realizing the potentials of people in the organization — a vital element in enhancing organization’s performance. The course highlights the role of managers in developing competent, engaged, and high performing workforce. It will guide managers in drafting an Office Development Plan for their units and planning its effective implementation.

FORMULATING VALUES POLICY GUIDELINES

Course Description:
This workshop emphasizes the relevance and significance of formulating/crafting the Policy Guidelines that will strengthen the Agency’s Core Values.

The workshop shall use synchronous and asynchronous sessions to develop participants’ appreciation, acceptance and application of relevant principles, concepts and strategies to help them implement the guidelines efficiently and effectively.

The Values Policy Guidelines aim primarily to support Agency’s drive to pursue its vision and mission and executive its strategic objectives grounded on their Core Values and the shared public service values of Patriotism, Integrity, Excellence and Spirituality (PIES). The guidelines are expected to sustain consistent manifestations of desired values through planned events, activities, and practices.

Performance Objectives: Participants shall be able to develop their Core Values Policy Guidelines which shall strengthen and ensure consistent manifestation of the shared public service values in own workplace.

Specific Learning Objectives:

By the end of this workshop, participants shall be able to:

1. Appreciate the relevance and significance of developing Agency’s Core Values Policy Guidelines anchored on its legal bases/foundation and expected impact on organizational effectiveness;

GENDER, DIVERSITY, AND SOCIAL INCLUSION

This course is designed to raise the civil servants’ awareness on the various dimensions of diversity in the Philippines. It seeks to equip the participants with sensitivity to the impact of diversity, usually exclusion of particular groups especially with respect to gender and provide tools for handling diversity and fostering a culture of inclusion in their respective workplaces. A major strategy for inclusion is mainstreaming the socially excluded groups. Illustrative of this approach is gender mainstreaming which seeks to promote gender equality.
